I have a passive GT1030 in my silent PC and RX550 is a far more superior card in my experience. It had to be thanks to much higher memory bandwidth despite the reviews showing the two to be about the same. Higher quality settings run much smoother. The fans ARE noisy and you should use Afterburner for optimal performance. Up to 70 degrees at full load at acceptable noise levels. As it is a dual slot card, it won't fit in every small form factor PC GPU slot, so I had to insert mine in an open 4x express slot next to the dedicated slot and it works fine.
